Human right cmte urges for unified efforts to address the foreign labor issue

KUWAIT, September 07 (KUNA) -- The parliamentary human rights committee on Monday called for unifying efforts of the parliament, government and civil society institions to promptly address the issue of foreign labor in the country.
The committee said, in a report it issued as the body tasked with investigating conditions of the foreign labor in Kuwait, that there are urgent radical solutions to deal with conditions of the foreign labor including the development of mechanisms and regulations that will secure the foreign workers` rights in salary, working hours, work leave and weekly rest, and the need for periodic review of some laws as well as the establishment of an independent labor body and a share-holding company to be tasked with importing the foreign manpower.
The committee also stressed the need for reconsideration of the guarantor system.
The National Assembly last June approved a proposal tasking the human rights committee to investigate conditions of the foreign labor in Kuwait and present a report in this respect to the parliament.
The committee clarified in its report a number of factors that are pertinent to the incoming foreign labor most importantly the trade in residencies, abstention from paying their salaries, in addition to other measures carried out by the government bodies to ascertain whether the foreign labor suffer from chronic or infectious diseases and lastly issues related to demographic structure and the lack of balance in the numbers and nationalities of foreign manpower.
The committee said that the trade in residencies is represented in the collection of illegal fees from the foreign labor to be conditioned by stamping or transfering the visa, in addition to failure or delay in paying his or her monthly salaries, in addition to failure to provide suitable housing or adequate means of transport.
Among the illegal practices the committee said were having the worker to work additional hours without granting him or her an additional pay.
